If you spend most of your day putting out spot fires, you know how hard it is to find time to set the course for your agency. You know how difficult it is to balance crisis management with long-term planning. That challenge aside, police leaders must focus a considerable portion of their time on thinking about the direction their organization is heading. Like the captain of a ship, they must set their agency’s course for the future to deal with an increasingly uncertain future.
